Resolution - Kirtland AFB and all it’s tenant organizations to become a Signatory to the Hispanic Statement of Cooperation (HSOC) & to finally meet their obligations to the 7 Initiatives as signed in 1984. This Resolution includes all Military Bases and organizations in New Mexico.

WHEREAS, LULAC is our Nation’s oldest and largest Hispanic civil rights organization addressing education, employment and civil rights issues in the United States of America since 1929; and

WHEREAS, the HSOC is the largest and most comprehensive partnership in the History of New Mexico, the Southwest and Nationally in addressing Hispano education, employment, economic development and cultural involvement; and

WHEREAS, LULAC has supported the principles of equal opportunities for economic development, political influence, civil rights and the general welfare for all Latinos in the United States, and

WHEREAS, the HSOC and LULAC has partnered with Local, State and National organizations covering grass roots organizations, educational institutions, government agencies, public and private corporations and private institutions; and

WHEREAS, This partnership agrees to work cooperatively, collectively and comprehensively to advance the Hispano community and seek parity for Hispanos as outlined in the HSOC agreement in education, employment economic development and cultural advancement of the Hispano community: and

WHEREAS, the HSOC was officially signed on September 3rd 1998 and is the organization which brought in such programs as ENLACE (Engaging Latino Communities for Education), the development of the Hispano Resume Database, placement of thousands of Hispanos in education & employment, the Hispano Business Database, tremendous support and resources for the National Hispanic Cultural Center, partnership with De Colores, Educational Scholarships, Leadership Development, Grand for Big Brothers/Big Sisters, Partners with Junior Achievement, National Award winning Small Business programs for Sandia National Labs and Los Alamos National Labs, advocacy for the Hispano artisans, poets, musicians and the preservation of English and Spanish languages; and

WHEREAS, this partnership is viewed as a going concern and continuous work in process until all goals and objectives outlined in the HSOC are fully accomplished; and

WHEREAS, Kirtland AFB and their tenant organizations Hispanic Employment numbers and representation have dropped significantly from 34.5 percent in 1992 to 22 percent in 2009 and where 83% of their GS/GM 13-15’s or equivalent grade are White; and

WHEREAS, Kirtland AFB and their Tenant Units still have not met the 7 Initiatives Agreement as signed by the Secretary of the Air Force, New Mexico’s Congressional Delegation and the Kirtland Minority Coalition in 1984; and

NOW, THEREFORE BE IT RESOLVED, that the League of United Latin American Citizens will continue to fully and actively support that Kirtland AFB and it’s Tenant Units shall become and active signatory to this important partnership knows as the Hispanic Statement of Cooperation (HSOC). That Kirtland AFB and its Tenants Units comply and meet their obligations to the 7 initiatives signed in 1984. Kirtland AFB must always seek partnership in the advancement of Hipanos in Education, Employment, Economic Development, Cultural Involvement and Civil Rights to ensure parity at all levels in all areas Sandia National Laboratories, Los Alamos National Laboratories and the U.S. Department of Energy fulfill their commitments and obligations to the Hispanic Statement of Cooperation as signed.
