Resolution - New Mexico Congressmen Martin Heinrich, Ben Lujan and Harry Teague to become Signatories to the Hispanic Statement of Cooperation (HSOC)

WHEREAS, LULAC is our Nation's oldest and largest Hispanic civil rights organization addressing education, employment and civil rights issues in the United States of America since 1929; and
 
WHEREAS, the HSOC is the largest and most comprehensive partnership in the History of New Mexico, the Southwest and Nationally in addressing Hispano education, employment, economic development and cultural involvement; and
 
WHEREAS, the HSOC and LULAC has partnered with Local, State and National organizations covering grass roots organizations, educational institutions, government agencies, public and private corporations and private institutions; and
 
WHEREAS, this partnership agrees to work cooperatively, collectively and comprehensively to advance the Hispano community and seek parity for Hispanos as outlined in the HSOC agreement in education, employment, economic development and cultural advancement of the Hispano community; and
 
WHEREAS, the HSOC was officially signed on September 3rd 1998 and is the organization which brought in such programs as ENLACE (Engaging Latino Communities for Education), the development of the Hispano Resume Database, placement of thousands of Hispanos in education & employment, the Hispano Business Database, tremendous support and resources for the National Hispanic Cultural Center, partnerships with De Colores, Educational Scholarships, Leadership Development, Grants for Big Brothers/Big Sisters, Partners with Junior Achievement, National Award winning Small Business programs for Sandia National Labs and Los Alamos National Labs, advocacy for Hispano artisans, poets, musicians and the preservation of English and Spanish languages; and
 
WHEREAS, this partnership is viewed as a going concern and continuous work in process until all goals and objectives outlined in the HSOC are fully accomplished; and
 
WHEREAS, we fully support the goals and objectives of the HSOC and support the growth and development of the HSOC throughout New Mexico and the Southwest; and NOW,
 
THEREFORE, BE IT RESOLVED that New Mexico Congressmen Martin Heimich, Ben Lujan and Harry Teague become active signatories to this important partnership known as the Hispanic Statement of Cooperation (HSOC). That New Mexico Congressmen Martin Heinrich, Ben Lujan and Harry Teague become integral members of this partnership in the advancement of Hispanos in Education, Employment, Economic Development, Cultural Involvement and Civil Rights to ensure parity at all levels in all areas.
