Resolution - Response to Intervention for English Language Learners
WHEREAS, the League of United Latin American Citizens has actively
advanced education for all segments of society; and
WHEREAS, LULAC continues to be a strong supporter of bilingual education, the concept of "equal access;" and
WHEREAS, Response To Intervention (RTI), through the reauthorization of Individuals with Disabilities Education Act (IDEA) has been established as a vehicle to assist children in need of specialized academic intervention; and
WHEREAS, RTI has been focused on the English only classroom;
THEREFORE BE IT RESOLVED, that Texas LULAC supports expanding the concept of RTI to English Language Learners students within English only classrooms and bilingual classrooms.
