Resolution - Call to end the use of Tasers by Police Officers and Law Enforcement Officials

WHEREAS, LULAC is our Nation's oldest and largest Hispanic civil rights organization addressing education, employment and civil rights issues in the United States of America since 1929; and
 
WHEREAS, Taser Guns were classified by the United Nations Committee Against Torture (CAT) on Friday November 23 rd 2007 as a "Form of Torture" and "Can even provoke Death"; and
 
WHEREAS, The Use of these Weapons provokes extreme pain, that can go as far as causing death as reliable studies and recent facts occurring in practice have revealed; and
 
WHEREAS, "The consequences to the physical and mental state of the persons targeted are of a nature to violate" the provisions of the United Nations Convention against
Torture; and
 
WHEREAS, Well over 300 people have been killed by police taser use since their use began in the year 2000; and
 
WHEREAS, Most of these victims of taser torture and death are Hispanics and people of color; and
 
NOW, THEREFORE, BE IT RESOLVED BY National LULAC that Taser use by Police Officers and Law Enforcement personnel be "Renounced" as stated by the United Nations study on Tasers and be removed from Police Officers and Law Enforcement Use of Force All Together.
