DESIGNATION OF SANCTUARY FOR CITIES 
 

WhereaS, a number of anti-immigrants’ rights groups across the country and specifically in Houston are trying to submit a referendum that would destroy the effectiveness of the local police function by compelling police to interrogate, apprehend and detain any and all suspected undocumented immigrant regardless of the lack of a suspected significant criminal infraction; and  

WhereaS, this distortion and destruction of the police function would result in the massive violations of the constitutional rights of American citizens and immigrants alike;   

THEREFORE BE IT RESOLVED, that LULAC councils throughout the country promote town hall meetings, community discussions and forums to consider, define and seek the designation of “sanctuary” for their respective cities in an effort to protect the constitutional rights and human rights of American citizens and immigrants.
